Police Departments Buying Up Stingray Technology Spy Tool used to Find Your Cell Phone Location Stingray technology allows a portable device to mimic a cell phone tower. Someone with a Stringray device will drive around with a computer and an antenna. They can either point the antenna in any direction and pick up information about phones within range. Or they can try to isolate a particular phone number by pinging it, then driving around to get enough information to triangulate the phone, thereby getting the phone's location.
