Late night Suspicious roadblock dash cam

Dash cam footage, a random roadblock in the middle of a highway (78 west before the turnpike) late at night. no lights or hazards. both lanes blocked off. Suspicious for sure, but no attempts were made to threaten or cause harm. Just suspicious behavior. No need to speculate. The state police say the two people were detained. No serious charges involved besides DUI. dash cam is a G1W, for those of you asking what is being recorded with.
