On December 10th, 2014, Congress passed H.R. 4681 – the Intelligence Authorization Act for FY 2015. House of Representatives Member Justin Amash discovered that a shocking new section was added to the bill. A completely new version of section 309 was inserted the night before by the Senate before being rushed to the House floor for a voice vote the following day. In Representative Amash’s own words, “Sec. 309 provides a novel statutory basis for the executive branch’s capture and use of Americans’ private communications.” He goes on to say that the legislation is "the most egregious I've encountered."
