Republican presidential candidate Rand Paul has begun speaking out against legislation that would renew the NSA's broad surveillance powers established under 2001's USA PATRIOT Act. He appears set to give an extended speech detailing his many problems with the NSA and its surveillance of Americans. The NSA currently uses a section of the Patriot Act—passed after the attacks of Sept. 11, 2001—as the basis for its massive spying effort. The bill will give the government the right to inspect phone records that might be related to a terrorist investigation. But it's been interpreted to mean that any phone record might be relevant to a terrorism investigation at some point, therefore the NSA has access to just about all phone records.
