CIA remains in charge of drone warfare, despite Obama promise

President Barack Obama spoke at the National Defense University in May, calling for more transparency and accountability in the nation's drone war. One way his administration pledged to do that was to transfer drone operations from the purview of the CIA to the jurisdiction of the Department of Defense. But that transfer still has not occurred. RT's Ameera David speaks with Tony Shaffer, senior fellow at the London Center for Policy Research and author of "Operation Dark Heart" about why the proposed transfer has stalled.
