A spokesman for the Libyan navy said, a boat packed with up to 250 African emigrants trying to reach European shores sank on Sunday off the Libyan coast and many passengers died. Black Market In Blood Serum Emerging Amid Ebola Outbreak A black market for an Ebola treatment derived from the blood of survivors is emerging in the West African countries experiencing the worst outbreak of the virus on record, the World Health Organization said. The United Nations health agency will work with governments to stamp out the illicit trade in convalescent serum, WHO Director-General Margaret Chan told reporters today in Geneva , where the organization is based. There is a danger that such serums could contain other infections and wouldn’t be administered properly, Chan said. Ukraine's defense minister said on Sunday that NATO countries were delivering weapons to his country to equip it to fight pro-Russian separatists and "stop" Russian President Vladimir Putin. American police are targeting their northern neighbors, according to a travel warning from the Canadian government. State and federal law enforcement officers are reportedly shaking down Canadians visiting the US, illegally confiscating legally carried cash. A government official said Sunday, Sierra Leone has lost a fourth doctor to Ebola after a failed effort to transfer her abroad for medical treatment, a huge setback to the impoverished country that is battling the virulent disease amid a shortage of health care workers. Chief Medical Officer Dr. Brima Kargbo confirmed to The Associated Press, Dr. Olivet Buck died late Saturday, hours after the World Health Organization said it could not help medically evacuate her to Germany. Several residential neighborhoods in the eastern Ukrainian city of Donetsk have come under repeated shelling, imperiling a fragile cease-fire agreement imposed last week. The city council of Donetsk said Sunday that two neighborhoods in the north of the city had been repeatedly hit by shelling. The Croatian national rescue agency DUZS said on Sunday that as many as two-thirds of 21 Croatian counties are struggling with flooding, with the worst occurring in center of the country. The biggest threat is in flooded areas around the central towns of Sisak, Hrvatska Kostajnica, and Karlovac. Man Confronts Reporter for Photographing Private Building from Public Road PINAC reporter Jeff Gray was video recording from outside an indistinguishable building in Jacksonville today when it began speaking to him, a booming female voice telling him he was not allowed to take photos. The voice, which was obviously coming from somewhere inside viewing him with a camera, almost seemed to be able to hear Gray speaking back, telling him he must walk to the building’s front gate, which he did, careful not to enter the property of the building.
