OPEC said on Thursday the collapse in oil prices is starting to slow growth in U.S. output, although the slowdown will not prevent demand for OPEC's oil falling in 2015 to its lowest in a decade. A bill introduced by D.C. lawmakers would grant some immigrants lacking U.S. citizenship the ability to vote in municipal elections. The Local Resident Voting Rights Act of 2015 would allow D.C. residents who are not U.S. citizens but meet the federal definition of having permanent residency status to cast ballots in local elections, including races for mayor and the D.C. Council as well as initiatives and charter referendums. D.C. Council member David Grosso, at-large independent, introduced the legislation Tuesday. The United States is using Ukraine as a “proxy state” to destabilize Russia, a “very risky policy” that is being implemented in other regions as well, a political analyst in Moscow says. The Pentagon Press Secretary said the troops are mostly special operation forces, adding they were authorized last week to conduct their mission.
