The Obama administration is announcing an $840 million grant program to help doctors and hospitals improve the quality of care delivered to patients. A U.S. Treasury Department official said Thursday, Islamic State militants are amassing wealth at an unprecedented pace, earning about $1 million a day from black market oil sales alone. A monster storm on the sun's surface has unleashed a solar flare in the direction of Earth - and there could be more to come. The event temporarily blacked out a few radio communication systems before weakening. The Secret Service said Thursday that the 23-year-old Maryland man who climbed over the White House fence Wednesday night has been charged with felonies for assaulting two police dogs and making threats. Protests heated up in Ferguson, Missouri, overnight Wednesday following the leak of a new autopsy report detailing the shooting death of unarmed teenager Michael Brown. To date there has been little official word on this unmanned mission, which may launch as early as Thursday (Oct. 23). It will apparently send a spacecraft around the moon; on its way back toward Earth, the probe will release a capsule to perform a high-speed plunge through the planet's atmosphere. The capsule will parachute onto terra firma to complete its voyage. The soon-to-launch moon probe is based on China's Chang'e 2 lunar orbiter design and modified to carry the re-entry test capsule.
