Black St. Louis Suburbs Hit With Rash Of Ticketing

Long before the shooting of 18-year-old Michael Brown brought national attention to racial tensions in Ferguson , Missouri, zealous ticketing by a string of similar towns across the north side of St. Louis County had fed friction between the area’s largely white police departments and a growing black population. Democrats Reframe Debate On Health Care

President Barack Obama's unpopular health care law is losing some of its political punch as vulnerable Democrats see it as less of an election-year minus and Republicans increasingly talk about fixing it instead of repealing. Two-term Arkansas Sen. Mark Pryor, who is locked in one of the most competitive races in the country, says in an ad this week that he voted for a law that prevents insurers from canceling policies if someone gets sick, as he did 18 years ago when he was diagnosed with cancer. That prohibition on terminating policies in this fashion is one of the more popular elements of the 4-year-old law that Pryor never mentions by its official name — the Affordable Care Act. Obama Could Seek New Funds To Battle Islamic State: Senate Aide

President Barack Obama could ask the U.S. Congress in coming weeks to approve new funds for airstrikes against Islamic State targets, following the militants' beheading of an American journalist and activities in Iraq. A Senate Democratic aide on Friday said the Obama administration could detail by early to mid-September the amount of additional money it wants for the military operations, although the aide did not estimate the size of the possible funding request. Marathon Bombing Suspect's Lawyers Seek Dismissal

Lawyers for Boston Marathon bombing suspect Dzhokhar Tsarnaev (joh-HAHR' tsahr-NEYE'-ehv) are asking a judge to dismiss indictments and put proceedings in the case on hold over concerns about the jury selection process in federal court. "Rep. Lee Terry (R-Neb.) says Congress can't afford a pay cut because its last salary increase occurred six years ago. TEPCO starts test-treating groundwater Nuclear & Energy Aug. 20, 2014 - Updated 06:30 UTC-4 The operator of the crippled Fukushima Daiichi nuclear power plant has begun a test on a new water management plan. It is removing radioactive materials in contaminated groundwater that would be released into the ocean if deemed safe. Tokyo Electric Power Company started the trial at the plant on Wednesday. Earlier, TEPCO pumped up about 500 tons of radioactive groundwater from drainage wells around the reactor buildings. In Wednesday's test, workers put about 290 tons of the water into the system to find how much it can reduce radioactive materials. So far, the results of the test have not been available. TEPCO says the treatment system will be able to reduce radioactive substances in the water to a range of one-thousandth to one-10 thousandth. John Lennon's Killer Denied Parole For Eighth Time

The man who shot dead Beatles star John Lennon was denied parole for an eighth time after being deemed likely to violate the law again, prison authorities said Friday. Mark David Chapman was convicted in 1981 to between 20 years to life in prison for shooting Lennon five times on December 8, 1980. Pentagon Cites 'dangerous' Chinese Jet Intercept

The Pentagon on Friday accused a Chinese fighter jet of conducting a "dangerous intercept" of a U.S. Navy aircraft off the coast of China in international airspace. John Kirby, said Washington protested to the Chinese military through diplomatic channels, calling the fighter pilot's actions "unsafe and unprofessional." Kirby said the Chinese jet made several close passes by the Navy P-8 Poseidon plane, coming within 30 feet of it at one point. Tunisia, Cairo Airport Cancel Libya Flights Over Security Fears

Officials said Tunisia and Egypt's Cairo airport canceled most flights to and from Libya on Thursday days after the Libyan government said unidentified war planes had attacked positions of armed groups in Tripoli. A spokesman for Tunisian Aviation Authority gave no explanation for the measures but Libyan news agency LANA and Egyptian officials said Cairo airport authorities had canceled flights for security reasons. Liberia Gives Food In Slum Sealed To Stop Ebola

Hundreds of residents of a Liberian slum lined up to receive rice and water from government officials Thursday in their neighborhood which was sealed off from the rest of the capital in an attempt to halt the spread of Ebola. Security forces erected barbed-wire wrapped barricades on Wednesday to cut off West Point. The current outbreak in Liberia, Sierra Leone, Guinea and Nigeria is the largest ever, and officials have said that treatment centers are filling up faster than new ones can be opened or expanded.
