Why does the water stink?’ She doesn’t want to wash her clothes.” The phenomenon has been going on too long for residents and they don’t feel that enough is being done to correct the situation. Syria said on Wednesday it has approved a United Nations plan to deliver humanitarian aid to millions of people in the war-torn country this year, but warned the only way to the end the crisis was to help Damascus fight terrorism. The number of children in the United States relying on food stamps for a meal spiked to 16 million last year, according federal data, signaling a lopsided economic recovery in which lower income families are still lagging behind. The roughly one in five children who received food stamps in 2014 surpassed pre-recession levels, when one in eight or 9 million children were on food stamps, according to the U.S.Census survey of American families released on Wednesday. Republicans in Congress have sought to cut back on the Supplemental Nutritional Assistance Program or food stamp program as part of a larger plan to balance the budget. Early last year lawmakers proposed $40 billion in cuts from the program over 10 years. Russia said on Wednesday military action by the Ukrainian government would prompt an "inevitable further escalation of the conflict" with pro-Russian separatists in eastern Ukraine and undermine any peacemaking. Russia has stepped up criticism of Kiev since violence has intensified in the conflict, where a ceasefire collapsed after rebels drove Ukrainian government forces out of Donetsk airport. A rebel advance launched last week appears to have buried the frequently violated truce. The U.S. Supreme Court issued stays of execution Wednesday for three Oklahoma death-row inmates whose challenge to the state's lethal-injection formula will be heard in the spring. The prisoners include Richard Glossip, who had been scheduled to die Thursday night and whose cause has been championed by prominent capital-punishment opponent Sister Helen Prejean. The Oklahoma case centers on the first of three drugs administered to a condemned inmate — the sedative midazolam, which opponents say isn't strong enough to protect a prisoner from the other two chemicals used. Midazolam has featured in at least three executions that did not unfold as planned. In addition to granting Glossip a reprieve, the Supreme Court also issued stays for two other death-row killers — Benajmin Cole and John Grant — who were scheduled for execution in February and March. The U.S. Geological Survey said that a magnitude 5.7 earthquake struck off the coast of northern California on Wednesday. The quake, initially reported as a weaker magnitude 5.1, was quite shallow at only 10.7 miles below the seabed. It was centered 40 miles southwest of Eureka. The National Tsunami Warning Center said the quake had not triggered a tsunami. North Dakota's oil industry is pushing to change the state's radioactive waste disposal laws as part of a broad effort to conserve cash as oil prices tumble. Two Israeli soldiers were killed and seven wounded by an anti-tank missile attack near the Lebanon border Wednesday — an escalation in border violence that also left a U.N. peacekeeper dead. Live television pictures showed smoke rising from the area. Hezbollah claimed responsibility for the attack. In a statement, the militant Islamist group said its attack was carried out by a division calling itself the Heroic Martyrs of Quneitra — a reference to an Israeli airstrike on the Golan Heights on Jan. 18 that killed six Hezbollah fighters. Israel Defense Forces spokesman Peter Lerner said one of its vehicles was "attacked with anti-tank missiles on Mt. Dov, near Rajar" and that civilians were being evacuated from from Mt.
