Japan has issued a tsunami advisory after a magnitude-6.9 earthquake struck off its northeastern coast. The quake struck shortly after 8 a.m. Japan time Tuesday at a depth of about 6 miles. The Japan Meteorological Agency issued an advisory for a possible 3-foot tsunami. Japanese broadcaster NHK warned people to stay away from the shore. France and Egypt's presidents said Monday that the United Nations Security Council should meet to address the spiraling crisis in Libya, as Egyptian jets bombed ISIS targets in the North African nation. According to Hollande's office, French President Francois Hollande spoke by phone with his Egyptian counterpart, President Abdel-Fattah el-Sissi, to discuss the situation in Libya.
