President Barack Obama ordered new limits on the way the NSA and intelligence officials access phone records and metadata, pledging to curb spying on leaders of allied nations and transition the data collection away from the government.

President Obama has outlined reforms of America's controversial surveillance tactics - which had ensnared millions of people's phone calls, texts and emails around the globe.
