Long before the shooting of 18-year-old Michael Brown brought national attention to racial tensions in Ferguson , Missouri, zealous ticketing by a string of similar towns across the north side of St. Louis County had fed friction between the area’s largely white police departments and a growing black population. Democrats Reframe Debate On Health Care

President Barack Obama's unpopular health care law is losing some of its political punch as vulnerable Democrats see it as less of an election-year minus and Republicans increasingly talk about fixing it instead of repealing. Two-term Arkansas Sen. Mark Pryor, who is locked in one of the most competitive races in the country, says in an ad this week that he voted for a law that prevents insurers from canceling policies if someone gets sick, as he did 18 years ago when he was diagnosed with cancer. That prohibition on terminating policies in this fashion is one of the more popular elements of the 4-year-old law that Pryor never mentions by its official name — the Affordable Care Act. Obama Could Seek New Funds To Battle Islamic State: Senate Aide

President Barack Obama could ask the U.S. Congress in coming weeks to approve new funds for airstrikes against Islamic State targets, following the militants' beheading of an American journalist and activities in Iraq. A Senate Democratic aide on Friday said the Obama administration could detail by early to mid-September the amount of additional money it wants for the military operations, although the aide did not estimate the size of the possible funding request. Marathon Bombing Suspect's Lawyers Seek Dismissal

Lawyers for Boston Marathon bombing suspect Dzhokhar Tsarnaev (joh-HAHR' tsahr-NEYE'-ehv) are asking a judge to dismiss indictments and put proceedings in the case on hold over concerns about the jury selection process in federal court. "Rep. Lee Terry (R-Neb.) says Congress can't afford a pay cut because its last salary increase occurred six years ago.
