Local governments often quash attempts by citizens to live off-the-grid. Those who generate their own power, grow their food and attempt to live sustainably can face fines and other penalties for unhooking from municipal services. The Environmental Protection Agency announced Monday new coal regulations meant to cut back on the nation's carbon footprint, yet local governments penalize individuals who attempt the same thing. President Barack Obama called for the "strongest possible rules" to protect the open Internet, saying that there shouldn't be "fast lanes" and high-speed service should be regulated. Telecommunications companies oppose regulating Internet service and shares of Comcast and Time Warner Cable, two cable companies that sell broadband service, fell at least 6 percent today. Companies led by Comcast, Verizon Communications and AT&T argue that only light regulation is needed to ensure providers don't block or slow Web traffic, and they say strict rules would squelch investment.
